信阳市主导产业和“三个一批”活动评价办法
为牢固树立“项目为王”理念,加强和规范项目建设工作,推动全市“三个一批”活动高质量开展,结合工作实际,制定本办法。
一、总体原则
(一)突出重点。聚焦实现“两个确保”、实施“十大战略”,突出“六新”,以制造业为主攻方向,将符合省、市重点项目遴选指导目录要求的高质量项目纳入“三个一批”活动滚动推进。纳入“三个一批”活动的项目,原则上项目投资规模不低于1亿元(其中社会民生事业项目不低于5000万元)。
(二)客观公正。通过网络和现场核实认定相结合的方式开展评价,项目申报、进展情况调度在市重点项目管理系统和招商引资项目管理等平台开展,做到所有数据可溯源,现场核查拍照留痕,确保认定结果公平公正。
(三)结合实际。综合考虑各地基础条件、项目规模、主导产业方向等差异,制定个性化评价目标任务。坚持总量与增量并重,调动各地积极性。对“三个一批”项目实行动态调整,每年年底可动态调整一次,将因客观因素导致无法实施的项目调出目标任务。
(四)结果导向。以推动有效投资增长和投资结构优化为目标,在把签约项目履约率、履约项目开工率、开工项目投产率、投产项目达效率作为重要衡量标准的同时,把固定资产投资增速、工业投资增速、主导产业和战略性新兴产业投资占工业投资比重等重要指标纳入评价体系。
二、评价对象
本办法评价对象为各县区、管理区(开发区)。
三、指标体系
评价指标体系共分五部分,分别从项目的谋划储备、签约落地、开工投产、投产达效和服务保障等方面进行量化评价。分值设置为“基本分项”(100分)和“加减分项”(据实核算)两部分。
(一)项目谋划储备情况(10分)。主要评价谋划项目总体情况、质量和转化情况等三个方面。
1.总体情况(4分):评价谋划储备项目的个数、总投资,谋划当年对外发布的招商引资项目个数、总投资4项指标,储备项目通过市重点项目管理系统和省招商引资项目管理平台进行储备。采用目标考核与结果评价相结合(权重各占50%)方式计分。其中,目标考核根据各指标目标任务完成情况计分;结果评价根据指标完成值进行无量纲化处理后计分。计分办法如下:

其中,Y;为第i个指标的单项得分,Wi为该指标分值,T;为该指标报告期目标值,X;为该指标报告期指标完成值,Xi,max为各地该指标完成值的最大值,Xi,min为各地该指标完成值的最小值。
2.质量情况(2分):评价谋划储备项目中主导产业项目个数及总投资占比、招商引资在谈项目中主导产业项目个数及总投资占比,共4项指标。根据各地数据高低排名计分。
3.转化情况(4分):评价每季度谋划项目转化率,即纳入储备库项目转化为“开工一批”项目个数占比、招商引资在谈项目转化为“签约一批”项目个数占比2项指标,根据各地转化率高低排名计分。转化情况由各地在储备系统中按季度调度,每季度末月15日之前完成调度,由市发改委、市商务局会同有关单位审核确认后计算转化率。
(二)签约落地情况(30分)。主要评价“签约一批”项目洽谈对接情况、总体情况、开工情况等三个方面。
1.“签约一批”项目洽谈对接情况(10分):评价各地自行举办经贸活动及签约情况,参加全省重大经贸活动及签约情况,当地党政主要负责同志外出招商、接待重要客商情况,招商引资项目协调推进专班成立和建立服务跟踪台账、工作举措落实等情况,创新探索招商方式,出台开放招商重大政策、营商环境重大创新举措等情况。由市商务局负责核实并根据排名计分。
2.“签约一批”项目总体情况(5分):评价签约项目个数,签约项目投资规模,年度计划投资占比,主导产业项目占比等指标。由市商务局负责数据核算并根据排名计分。
3.“签约一批”项目开工情况(15分):评价“签约一批”项目履约率、开工率、资金到位率、全市招商引资工作季排名情况等指标,由市商务局负责数据核算并根据排名计分。
(三)开工投产情况(30分)。主要评价“开工一批”项目总体情况、投产情况、质量情况,中央预算内投资项目、地方政府专项债项目、补短板“982”工程项目、省重点项目、开发区项目、全省工业项目、省级技改项目、重点外资项目等进展情况。
1.总体情况(3分):评价当季“开工一批”项目的个数和年度计划投资2项指标,采用目标考核与结果评价相结合(权重各占50%)方式计分。
2.投产情况(3分):评价当季“开工一批”项目年度计划投资完成率和投产率2项指标,根据各地数据高低排名计分。
3.质量情况(3分):评价当季“开工一批”项目中主导产业项目年度计划投资和个数占比、外资项目个数占比等3项指标,根据指标高低排名进行计分。由市发改委、市商务局分别对数据进行审核确认。
4.省重点项目进展情况(3分):评价当年省重点项目截至当季末的投资进度、开竣工、信息报送等情况,根据省重点项目办月度综合评价通报结果排名计分。
5.中央预算内投资项目进展情况(3分):评价上年度中央预算内项目,截至当季末的完工率、投资完成率和中央预算内投资完成率,本年度中央预算内项目截至当季末的开工率、投资完成率和中央预算内投资完成率。由市发改委根据国家发改委投资项目在线监管平台数据核算并排名计分。
6.地方政府专项债项目进展情况(3分):评价本年度政府专项债项目截至当季末争取专项债券发行额度占当地债务空间比例、投资完成率、开工率、债券使用率等情况。根据国家发改委投资项目在线监管平台数据,由市发改委对各项数据进行核算并排名计分。
7.补短板“982”工程项目进展情况(3分):评价近两年补短板“982”工程项目,截至当季末的项目个数、总投资、开工率、年度计划投资完成率等情况。由市发改委对各项数据进行核算并排名计分。
8.开发区项目进展情况(3分):评价当季开发区内亿元以上制造业项目数量增速、截至当季末在建亿元以上项目计划投资完成率。由市发改委对各项数据进行核算并排名计分。
9.全市工业项目、省级技改项目进展情况(3分):评价全市工业项目的开工率、投资完成率等指标,省级技改项目的开工率、投资完成率等指标。由市工信局对各项数据进行核算并排名计分。
10.重点外资项目进展情况(3分):考评当年省重点外资项目推进计划,当季末的投资完成数、项目建设形象进度情况等。由市发改委对各项数据进行核算并排名计分。
(四)投产达效情况(20分)。主要评价“投产一批”项目总体情况、达效情况以及有关经济指标情况等三个方面。
1.总体情况(5分):评价当季“投产一批”项目的个数和年度计划投资两项指标,采用目标考核与结果评价相结合(权重各占50%)方式计分。
2.达效情况(5分):评价当季“投产一批”项目的达效率,根据各地数据高低排名计分。
3.有关经济指标情况(10分):评价固定资产投资增速、工业投资增速、工业技术改造投资增速、规模以上工业企业数量同比增速、主导产业投资占工业投资比重等5项指标。由市统计局对各地数据进行核算并排名计分。
(五)服务保障情况(10分)
服务推进方面:评价全域性重点项目专题研究推进、领导调研等情况。各地每月有至少一次党政主要负责同志开展项目调研督导活动,至少召开一次县级领导组织的项目协调推进会。完成得满分,未完成不得分。
要素保障方面:评价各部门对“三个一批”项目服务保障情况,包括省重点项目联审联批、用地保障情况。住房城乡建设、自然资源规划、生态环境、市场监管等部门项目建设审批事项的按时办结情况等。各部门服务保障情况由相应的市直部门对各地进行核算排名,根据排名计分。
(六)加分项
1.重大招商引资项目。“签约一批”项目中,有新设投资额3000万美元以上外商投资企业或新增引进100亿元以上省外资金并有资金到位的项目每个加2分;有新设投资额1000万美元以上外商投资企业或新增引进50亿元以上省外资金并有资金到位的项目每个加1分。
2.重大开工项目。当季新开工总投资100亿元以上的主导产业项目每个加10分;新开工总投资50亿元以上的主导产业项目每个加5分;新开工20亿元以上的主导产业项目每个加2分。
3.战略性新兴产业。谋划项目质量、“签约一批”项目总体情况、“开工一批”项目质量情况中战略性新兴产业项目个数和总投资占比排名前2名的县区分别加1分、0.5分,经济指标中战略性新兴产业投资占工业投资比重排名前2名的县区分别加1分、0.5分。
4.宣传报道。在项目推进过程中被国家主要媒体(如中央电视台、新华社、人民日报等)刊文表扬,或典型经验做法获得省主要领导批示表扬的,在当季评价总成绩中加1分,累计不超过2分。
5.承办活动。承办市“三个一批”暨重大建设观摩活动的,根据活动开展标准和质量加2-3分。
(七)减分项
1.未签约外资项目和未招引落地重大项目。当季未签约外资项目的扣0.5分;当年未招引落地总投资10亿元以上主导产业项目的,年度成绩扣2分。
2.未按时开工项目。当季未实质性开工的,每个项目扣总成绩0.5分,累计不超过5分。
3.项目调出。“三个一批”项目无法实施申请调出的,每个项目扣0.5分。
4.弄虚作假。实地督导核查中发现虚假签约,虚报开工、投产和投资进度,虚报项目总投资或建设内容的,每发现一个项目扣总成绩1分。
5.环保“一刀切”。因环保管控实施“一刀切”造成项目大面积停工情况的,当季评价总成绩扣1分。
四、组织实施
(一)加强组织领导。各地各有关部门要加强对“三个一批”活动的组织领导,确保项目谋划招商、开工投产、投产达效、服务保障等各项工作扎实开展。
(二)凝聚工作合力。各地各有关部门要结合工作职责,认真制定推进措施,抓好活动组织开展,确保“三个一批”项目滚动实施。
(三)坚持求真务实。要坚决杜绝虚假开工、虚报投资、报大建小等现象,要对项目实行全周期严格把控,确保项目谋划储备、招引落地、投资进度、投产达效、协调服务等工作都能够取得实效。
五、结果应用
市政府重点项目办对每季度“三个一批”活动评价结果进行通报(含市直部门项目情况),排名靠前和靠后的县区、管理区(开发区)在重大项目工作会议上分别作典型发言和表态发言。
每年进行一次年度考核,将各县区(管理区、开发区)四个季度成绩相加除以4即为该县区年度成绩。根据考核成绩,评选一、二、三等奖并授予奖牌,视情对后2名的县区和最后1名的管理区、开发区进行约谈。对管理区、开发区的考核可根据开发区的整合情况,作相应调整。

解释说明
一、得分方式
(一)满分15分项:县区1-2名得15分,3-4名得12分,5-6名得9分,7-8名得6分,9-10名得3分;管理区(开发区)1-2名得15分,3-4名得10分,第5名得5分。
(二)满分6分项:县区第1名得6分,2-3名得5分,4-5名得4分,6-7名得3分,8-9名得2分,第10名得1分;管理区(开发区)第1-5名依次得6分、5分、4分、3分、2分。
(三)满分5分项:县区1-2名得5分,3-4名得4分,5-6名得3分,7-8名得2分,9-10名得1分;管理区(开发区)第1-5名依次得5分、4分、3分、2分、1分。
(四)满分4分项:县区第1名得4分,2-4名得3分,5-7名得2分,8-10名得1分;管理区(开发区)第1名得4分,2-3名得3分,4-5名得2分。
(五)满分3分项:县区1-3名得3分,4-6名得2分,7-10名得1分;管理区(开发区)第1名得3分,2-3名得2分,4-5名得1分。
(六)满分2分项:县区1-5名得2分,6-10名得1分;管理区(开发区)1-2名得2分,3-5名得1分。
(七)一个评分项中有多个指标,且未明确每个指标分值的,计分方式为:每个指标均按照该评分项的总分进行打分后,求各项指标平均值,作为该评分项的最终得分。若评分项中项目个数、投资规模、占比、完成率等为“0”,则该项直接记为0分。
二、开工、投产、达效标准
开工标准:建设项目永久性工程的开工,一般是指永久性工程正式破土开槽开始施工,作为建筑物组成部分的正式打桩也视为开工。在此以前的准备工作,如工程地质勘察、平整场地、旧有建筑物的拆除、施工用临时道路、水、电等工程都不算正式开工。总体设计内的工程开工之前,用迁移补偿费先进行拆迁还建工程的项目不算正式开工。水利、交通、铁路等需要进行大量土石方工程的项目,开工以开始进行土石方工程为准。技改类、入驻已建成的标准厂房等项目,生产设备到场视为开工。
投产标准:工业项目指设计文件中规定的生产作业线全部建成;非工业建设项目是指设计中规定的主要工程全部建成。
达效标准:工业项目指设计文件中规定的生产作业线全部建成,经过试运转,验收鉴定合格,移交给生产部门投入
生产;非工业项目是指设计中规定的主要工程全部建成,能发挥其全部效益,经验收鉴定合格,正式移交给管理部门投入使用。

信阳市重大项目推进制度
为深入贯彻省委、省政府决策部署,牢固树立“项目为王、谋划先行、招商为要、落地为大”理念,强力推动我市重大项目建设,结合工作实际,制定本制度。
一、问题解决周例会制度
会议主题为交流上周重点工作落实情况、本周重点工作安排,协调解决项目推进问题,梳理分析拟提交市政府或月调度会议解决事项。参会对象为“四大办”专职副主任,项目所在地政府(管委会)、市发改委、市住建局、市自然资源规划局、市水利局等涉及单位负责人。原则上每周二上午同“四大办”周例会一并召开,因重大事项或会议冲突则改期召开,参会对象可根据需要调整。每周五下午下班前,由市项目推进中心收集拟提交周例会商议、研究事项。会议召集人为常务副市长;受常务副市长委托,可由市政府分管副长召集。会议由市项目推进中心承办。
二、项目推进月调度制度
月调度会议重点内容为市领导牵头推进项目,1亿元以上的主导产业、先进制造业、战略新兴产业项目,5亿元以上的重大基础设施项目,涉铁、涉军、涉河、涉电等跨区域、跨行业项目,其他需要协调推进的重大项目和需要上报省
委、省政府或省直部门协调解决的问题。参会对象为各县区(管理区、开发区)政府负责人(市委书记参加时,各县区党委负责人需参加),市发改委、市住建局、市自然资源规划局、市生态环境局、市水利局等涉及单位负责人,“四大办”主任、专职副主任。会议召集人为市长,根据需要提请市委书记参加,问题收集方式和承办单位同周例会。
三、观摩点评季考核制度
原则上每季度组织一次全市“三个一批”暨重大建设观摩活动,具体时间依据省“三个一批”活动时间和我市具体实际确定,市各项活动集中在一个承办县区(不含管理区、开发区)进行,其他县区、管理区、开发区同步开展。活动按一天半时间准备,分三个阶段进行。第一阶段:与省同步举行“三个一批”活动;第二阶段:围绕“五大着力”进行重大建设观摩;第三阶段:召开全市“三个一批”工作推进会,对各县区(管理区、开发区)“三个一批”活动开展情况进行一次考核排名,让成绩突出、排名靠前的县区优先承办市“三个一批”暨重大建设观摩活动,党委主要领导上台介绍经验。观摩点评季考核工作由市发改委、商务局牵头,各相关部门配合落实。定期开展项目核查,由市大督查办牵头,市发改委、市商务局配合开展,坚持明查与暗访相结合,运用“四不两直”工作法,深入项目现场开展核查,确保考核成绩公平公正。
四、重大项目领导分包代办制度
制定领导牵头推进重大项目方案,每个重大项目均由市委、市政府领导分包,负责从项目立项至竣工的全程协调服务,分包领导每月至少听取一次所牵头项目推进情况汇报或到项目现场调研服务一次,协调解决存在的问题,不便解决的问题及时提交周例会、月调度会协调解决。项目所有手续实行全程代办制,按照“谁来管就由谁来办”的原则,根据项目行业隶属关系,由对应的市直行业主管部门指定1名副职领导任代办员即“店小二”,项目单位只提供需求清单和相关资料,代办员按单服务,负责完成需政府部门和各行业协会办理的所有手续,不能解决的问题上报分包领导协调解决。

信阳市“三个一批”暨重大建设观摩活动方案
为牢固树立“项目为王”理念,进一步加强和规范项目建设和重点工作,推动全市“三个一批”暨重大建设观摩活动高标准开展,结合工作实际,制定本方案。
一、活动时间及地点
(一)时间:全市“三个一批”暨重大建设观摩活动原则上每季度进行一次,具体时间依据省“三个一批”活动时间和我市具体实际确定。
(二)地点:市各项活动集中在一个承办县区(不含管理区、开发区)进行,其他县区、管理区、开发区同步开展。各县区于3、6、9、12月上旬提出申请,市发改委根据各县区“三个一批”项目准备和重点工作开展情况,提出建议名单报市委、市政府确定。
二、活动内容
活动按一天半时间准备,分三个阶段进行,各阶段半天。第一阶段:与省同步举行“三个一批”活动;第二阶段:重大建设观摩;第三阶段:召开全市“三个一批”工作推进会,具体情况可根据实际调整。
(一)上午:收听收看全省“三个一批”活动(在承办县
区设市主会场,浉河区、平桥区、罗山县为承办县区时,主会场可设在市本级,其他县区、管理区、开发区设分会场),会上同步举行“签约一批”项目集中签约活动,会后在承办县区与其他县区、管理区、开发区同步进行重点项目集中开工和投产项目观摩活动。
(二)下午:坚持“看新不看旧、看高不看低、看大不看小”原则,观摩承办县区在“五个着力”推进方面的亮点工作和经验性案例。
1.观摩内容。由五大指挥部围绕“五个着力”每个领域推荐1-2个有代表性的观摩点:
着力“产业绿色崛起”,围绕“龙头引领、产业协同,五链同构,推进高质量全方位开放,打造国家未来人居科技创新高地”,看绿色能源、装备制造、绿色建造、电子信息、绿色食品、时尚纺织、生物医药等产业发展及当地1个主导产业+1个特色产业、龙头企业发展和重点项目建设情况。
着力“花园城市建造”,围绕“塑造风貌、延续人文、提升品味,生态休闲,健康活力,打造高品质生活空间”,看“一带三区”建设、山水城市构建、城市有机更新推进、未来社区建设、韧性城市构建、青年友好型城市建设等情况。
着力“乡村振兴扛旗”,围绕“推动全市乡村振兴,努力实现产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”,看乡村振兴示范、“三块地”改革成效、农业产业发展、“两
茶一菜”振兴、“食尚信阳,道地食材”品牌培育等情况。
着力“交旅文创出彩”,围绕“发展富有特色的全链条文旅业态,变“流量'为“留量',打造“美好生活看信阳”文旅品牌和区域消费中心”,看“快进慢游深体验”(立体交通保快进、文旅新业态享慢游、文旅文创融合深体验)、文旅品牌塑造和双创开展等情况。
着力“品质生活引领”,围绕“为人民谋福祉,让老区人民过上更好生活,实现幼有善育、学有优教、劳有厚得、病有良医、老有颐养”,看基础教育品牌树立、就业创业、医疗卫生、文体设施、品质养老等设施规划建设运营情况。
2.观摩方式。可根据实际,灵活选用以下3种观摩方式:
坐车看,对于路线长、范围广、不便于下车观摩的内容,可配合解说,人员坐车观摩。此方式适用于城市基础设施、立体综合交通等内容的观摩。
现场看,深入现场点,配以解说、宣传片等,实地查看和体验,详细了解观摩点全面情况。此方式适用于重点企业和重点项目建设等内容的观摩。
“云”上看,让数据多跑路,让人少跑腿,通过“5G”技术应用,在一个观摩点可与全县(区)多点之间实时视频连线,实现由点到面的全方位展示。此方式适用于乡村振兴、人居环境整治、本辖区在外企业营运等内容的观摩。
(三)第二天上午:召开“三个一批”工作视频推进会(在
承办县区设市主会场,浉河区、平桥区、罗山县为承办县区时,主会场可设在市本级,其他县区、管理区、开发区设分会场),会议由常务副市长主持,共6项议程:市发改委通报全市“三个一批”项目进展情况,市商务局通报全市招商引资工作暨“签约一批”活动情况,1-2名县区(含管理区、开发区)党委书记介绍经验,2-3名优秀企业代表发言,市委、市政府主要领导讲话。可根据需要,增加1-2项其他议题。
三、参加人员
(一)市主会场
市领导:市委常委,市人大主任、副主任,市政府副市长,市政协主席、副主席,市法院、市检察院主要领导同志。
市直:市委办公室、市政府办公室、市纪委监委、市委宣传部及有关部门主要负责同志(市级领导同志担任主要负责同志的由分管常务工作的同志参会)。
各县区、管理区、开发区:党委主要负责同志。
(二)各县区、管理区、开发区分会场
参加人员比照市主会场确定,承办县区在市主会场参会(会场设在市本级的除外),各县区、管理区、开发区政府负责同志在本县区组织分会场活动。
四、有关要求
(一)加强组织领导。各县区、管理区、开发区,市直各有关单位要加强对“三个一批”活动和“五大着力”推进工作
的组织领导,力促谋划招商、开工投产、投产达效、服务保障等各项工作稳步推进,确保“五大着力”扎实开展、成效明显。
(二)严格制度落实。对省重点建设项目、“三个一批”项目、中央预算内投资及地方政府专项债项目,按照省要求,严格落实重大项目月调度、施工和要素保障白名单、核查等三项制度,实现重大项目全链条、闭环式管理,更好发挥重大项目引领
示范、带动全局作用。
(三)坚持结果导向。按照市“三个一批”暨项目建设考核评价体系,每季度从谋划储备、签约落地、开工建设、投产达效等方面,对各县区、管理区、开发区进行考核排名,成绩突出、排名靠前的县区优先承办市“三个一批”暨重大建设观摩活动,党委主要领导上台介绍经验,并视情况对后2名的县区和后1名的管理区、开发区进行约谈。

Xinyang leading industry and "three batch" activity evaluation method
In order to firmly establish the concept of "project is king", strengthen and standardize the construction of projects, and promote the high quality of "three and one batch" activities in the city, these Measures are formulated in combination with the actual work.
First, the General Principle
1. Focus on key areas. Focusing on the realization of the "two guarantees", the implementation of the "ten strategies", highlighting the "six new", focusing on the manufacturing industry, high-quality projects that meet the requirements of the provincial and municipal key project selection guidance directory will be included in the "three batches" activities. In principle, the project investment scale of the projects included in the "Three batches" activities shall be no less than 100 million yuan (including no less than 50 million yuan for social and livelihood undertakings).
2. Be objective and fair. The evaluation is carried out through a combination of network and on-site verification. Project application and progress scheduling are carried out on platforms such as municipal key project management system and investment attraction project management, so that all data can be traced, on-site verification, photos and marks are taken to ensure that the identification results are fair and just.
3. Combine reality. Comprehensive consideration of different basic conditions, project scale, leading industry direction, etc., to formulate personalized evaluation objectives and tasks. We will attach equal importance to total quantity as well as increase to arouse the enthusiasm of all localities. Implement dynamic adjustment for "three batch" projects, which can be dynamically adjusted once at the end of each year, and assign target tasks to projects that cannot be implemented due to objective factors.
