(7) subtracting sub-items
1. No foreign-funded projects have been signed and no major projects have been initiated. 0.5 points will be deducted for foreign projects that are not signed in the current quarter; Those who fail to attract leading industrial projects with a total investment of more than 1 billion yuan in the year will be deducted 2 points.
2. Not starting the project on time. If the project is not substantially started in the quarter, the total score of each project will be deducted 0.5 points, and the cumulative score will not exceed 5 points.
3. Project call out. If the "three batches" project cannot be implemented and applied for transfer, 0.5 points will be deducted for each project.
4. Resort to fraud. Those who find false signing of contracts, false reporting of construction, production and investment progress, and false reporting of total investment or construction content of projects during field supervision and verification will deduct 1 point from the total score for each project found.
5. One size fits all. If a large area of the project is shut down due to the "one-size-fits-all" implementation of environmental protection control, the total score of the quarter evaluation will be deducted 1 point.

5. Application of results
