信阳投资指南

 

 

一、关于信阳

信阳市是河南的南大门,地处大别山北麓、淮河上游,总面积1.89万平方公里,总人口913万,辖8县3区。这里豫风楚韵、人文荟萃,是一座历史古城;这里英雄辈出、将星璀璨,是一座革命红城;这里山清水秀、生态优良,是一座生态绿城;这里承东启西、连南贯北,是一座交通要城;这里创新创业、开明开放,是一座活力新城。老天爷赐予的自然禀赋、老祖宗创造的独特文化、老前辈留下的红色基因、老区人民汇聚的崛起动能,使得这里具备塑造美好生活的底气、底色和底蕴。

信阳的区位交通优势日益彰显。信阳承东启西、连南贯北,是全国重要的区域性综合交通枢纽和现代物流枢纽。现有京广、京九、宁西3条铁路和京广高铁,规划有南信合高铁、京九高铁;有京港澳、大广、沪陕、淮固、淮信等5条高速,有G106、G107、G220、G230、G312、G318等6条国道,交通网络形成多个十字交叉;信阳距离郑州市、合肥市约300公里,距离武汉市约200公里;信阳港·淮滨中心港开航运营,已开通淮滨至淮安、连云港、蚌埠、嘉兴乍浦4条集装箱航线,并与苏州·太仓港正式签署战略合作意向协议,开通第5条集装箱航线,可实现集装箱年货运量3万标箱以上;明港机场可通达北上广深等17个大中型城市,2个小时左右可自信阳到达成都、温州、济南、泸州、沈阳等地,公铁水空多式联运的立体交通运输体系全面形成。

信阳的市场空间优势不断增大。信阳处于中原城市群、武汉城市圈、皖江城市带三个国家级经济增长板块结合部和京广、京九“两纵”经济带的腹地,在300公里半径范围内有郑州、武汉、合肥三个省会城市,覆盖1.7亿人口;500公里半径范围内有11个省会城市,覆盖4亿人口;1000公里半径范围内基本覆盖了全国人口最密集、发展最活跃、资源最丰富的所有地区,处于“中部三角”的中心地带,极具区域性中心城市发展潜力。

信阳的生态环境优势更加突出。进入新发展阶段,绿水青山就是金山银山,生态环境质量特别是生态承载能力,日益成为加快发展的重要支撑。信阳生态资源富集,碳汇充裕,环境容量还有很大空间。域内四分之三是山地和丘陵,森林覆盖率达41.97%,分别高于全国、全省10多个百分点,环境空气质量指标均居全省首位,是国家级生态示范市、国家主体功能区建设试点示范市、国家园林城市。同时,我们的国土空间潜力很大,可利用的土地指标储量丰富,现有补充耕地指标11.6万亩、城乡增减挂钩指标1.1万亩,未来三年还可拆旧复垦宅基地30万亩,这些都能够给企业发展提供可靠的要素保障。

二、“1335”工作布局

2019年9月,习近平总书记视察河南深入信阳革命老区时提出“要把革命老区建设得更好、让老区人民过上更好生活”,为加快信阳老区振兴发展指明了前进方向。新一届信阳市委、市政府以前瞻30年的眼光想问题、作决策、抓发展,结合信阳实际,系统实施“1335”工作布局。

“1”即塑造“一个品牌”:“美好生活看信阳”。信阳有着优越的生态环境、绚丽的自然风光、独特的资源禀赋、深厚的文化底蕴、便捷的交通网络,具备美好生活的底气底色。信阳实现高质量发展,就是要打造“两个更好”示范区、美好生活目的地。“美好生活看信阳”,就是用动态的进行时,干在实处、走在前列,为贫困地区全面脱贫之后,走好高质量发展之路作出信阳探索。

信阳未来的发展需明确“三大定位”。第一是锚定“鄂豫皖省际区域中心城市”建设。信阳过去是鄂豫皖苏区革命首府所在地,是鄂豫皖省际区域中心城市。在未来,信阳将延续“七中心一枢纽”定位,即区域经济中心、区域科创中心、区域交通中心、区域文化中心、区域消费中心、区域教育中心、区域医疗中心以及区域数字枢纽。第二是锚定“鄂豫皖省际区域中心城市”建设。信阳将走绿色崛起之路。一是发展绿色能源体系,推动能源结构绿色转型,加快推进“风光火储”和“源网荷储”两个一体化项目、淮滨县“千乡万村驭风行动”、五岳抽水蓄能电站等工程建设,构建起全方位的能源供给体系;谋划创建现代能源体系创新示范市。二是实现信阳绿色产业的崛起,推动传统产业绿色化升级改造,打造“绿色工厂”“绿色车间”,不断降低生产能耗;以明阳风电为基础,培育打造500亿级中部地区最大的陆上风机制造基地。三是加快推进气候投融资试点城市建设,争创全国绿色经营示范市。四是打造绿色产业园区,加快推进静脉产业园建设,促进废物综合利用、能量梯级利用、水资源循环利用,构建循环经济体系。第三是打造长三角产业发展协同创新区。一是国家发改委印发《革命老区重点城市对口合作工作方案》,确定了苏州市与信阳市的对口合作关系,这是信阳融入长三角发展的重要机遇。二是依托豫东南高新区对接长三角和大湾区的“桥头堡”作用,积极融入长三角一体化示范区。

为实现三大定位,信阳需立足于现基础实现三大突破。第一一是在思想观念上突破。一是学习现代管理理念,向服务型政府转变,将服务企业、服务基层作为政府的行为原则。二是将行政思维转变为产业思维,围绕产业和企业展开工作。三是由自我封闭向开放发展转变。第二是在营商环境上突破。一是信阳将打造高效率的政务服务。信阳目前正在进行放管服改革以及政务审批平台建设,实现政务审批一网通办,提高行政审批效率。二是打造低成本要素环境。目前信阳正在建设企业大数据服务平台,所有的金融、人才、能源等要素将在大数据平台上高效率配置,降低企业获取成本。三是打造优良的产业发展生态环境,建设全面的产业链和产业集群,为产业链条中的企业提供健康和可持续的产业发展环境。第三是在基层基础上突破。基础不牢,地动山摇!一是建设基层治理“王”字架构:做优县区“顶线”,县区党委侧重抓总;做强乡镇(街道)“中线”,规范机构设置,做实职能模块;做实村(社区)网格“底线”,实施分岗明责、网格管理;做畅联动指挥“竖线”。二是开展“支部联支部”活动,让能力强、资源丰富的机关党支部帮助能力弱、资源匮乏的基层党支部,提高服务企业和产业的能力及水平。

信阳将突出“五个着力”。着力产业绿色崛起、着力花园城市建造、着力乡村振兴扛旗、着力交旅文创出彩、着力交旅文创出彩。在这里,我重点介绍下着力产业绿色崛起。2021年,市委、市政府在深度研判传统产业、新兴产业、未来产业的基础上,结合信阳目前产业现状,确定了信阳未来发展的六大主导产业,智能制造、电子信息、时尚纺织、绿色建造、绿色食品、生物医药。聚焦主导产业布局,以存量、增量两方面为抓手,推进产业绿色崛起。在服务存量企业方面,一是建立了“指挥部+产业链专班+部门(属地)”上下协同服务架构。在工业产业上,我们建立了工业强市指挥部,围绕信阳六大主导产业和若干重大项目,设立了以产业链打造为主线的专班,由主导服务企业的部门牵头。二是对于现有的重点企业,政府分类施策,重点培育ABCDE五类企业,定向、精准服务,促进存量企业转型升级。三是设立了针对企业融资的专项基金,建立了信贷风险补偿金等信用贷款机制和平台,降低企业融资成本。增量方面,信阳通过全员招商、专业化招商、市场化招商、产业链招商重点招引主导产业企业、招专精特新企业以及上下游产业链企业。2022年,六大主导产业规模以上工业企业实现总营业收入1925亿元,占全部规模以上工业企业营业收入的83%。装备制造:产业规模约800亿元,计划打造千亿级产业集群;电子信息:产业规模约400亿元,计划打造千亿级产业集群;绿色食品:产业规模约500亿元,计划打造千亿级产业集群;时尚纺织:产业规模约300亿元,计划打造千亿级产业集群;绿色建造:产业规模约400亿元,计划打造500亿产业集群;生物医药:产业规模约80亿元,计划打造500亿级产业集群。

三、保障措施

1.服务制度。

一站式办理。全力打造“企业开办专区”和“项目建设专区”两大特色专区,各职能部门对承接事项做到“应进必进”大厅,全面梳理政务服务事项,优化办事流程,推动一批“一件事一次办”“一证通办”“全程网办”“容缺受理和告知承诺”“智能智慧办”等便民便企举措的落实;开通“绿色通道”窗口,集帮办代办、一件事一次办、免费邮寄等服务于一体,努力扮演好“店小二”角色,最大限度减少企业的跑动次数,变“企业跑”为“政府跑”。

代办办理。项目落地辖区政府成立项目服务小组,对招商引资重大项目落地涉及的属于本级权限范围内办理的相关手续(除国家、省、市明文规定确需投资方自行办理外),指定责任部门负责全程代办。对固定资产一次性投资在1亿元以上的工业项目,省级、市级权限范围内办理的各类审批手续由项目服务小组指定责任部门负责全程代办。

限时办理。签约项目3个月内开工,开工即拿地、细化流程环节,准确定位时间,所有流程服务在限定时间内办理完成。

2.工业要素。

中心城区工业土地价格约27万元/亩,商业用地价格约240万元/亩,仓储物流土地价格约27万元/亩;工业用水5.3元/立方米(含污水处理费);工业用电价格根据功率和峰谷时段在0.31-0.96元/度之间;工业用气在2.87-3.33元/方;工业污水处理费1.4元/吨,标准化厂房租赁费在10-15元/平方米/月,工人平均工资3500-4000元/月。

厂房及办公地点租购套餐:租赁、购买、先租再购、购地自建等形式。
租赁:根据企业投产后财政贡献情况给予生产性用房房租补贴,补贴金额参考本区当期厂房租赁市场指导价格,原则上不超过每月每平方米10元,补贴期限不超过五年。
购买、先租再购:请第三方对厂房进行评估后,按照评估价进行出售。
购地自建:固定资产投资5亿元以上的重大工业项目以及省市确定的优先发展产业且用地集约的工业项目,土地优惠参照《中共信阳市委信阳市人民政府关于促进我市工业发展的意见》(信发〔2017〕18号)第13条和自然资源部办公厅印发的《产业用地政策实施工作指引(2019年版)》第二十二条,土地出让底价可按国家确定的我市工业用地出让最低限价标准的70%执行。
3.基金跟投。
目前,信阳市已经成立了2支基金,第一支是豫东南战新产业基金,第二支基金是信阳产业引导基金,根据企业发展需求,以市场化的方式跟投,跟投方式可以明股实债,可以长期投资,也可以在企业上市前约定退出,具体跟投方式另行洽谈。

4.人力资源。
第一,我们正在新建雷山匠谷职教新城,新城计划上3所大专、若干中专,将成为河南规模最大的一个以职业教育为主的职教新城,将为信阳、中部乃至全国输送职业技术工人和人才。

第二,信阳市总人口913万,常住人口623.4万人,15-59岁人口为355.7万人,占57.06%,其中存量劳动力超过50万人。外出就业、创业人员中,珠三角112万、长三角63万、京津冀45万,涉及电子信息、服务业、建筑业、商贸业、制造业等多个行业。

第三,全市拥有5所本科院校、4所大专院校(分别为:信阳师范学院、信阳农林学院、信阳学院、信阳华北水利水电分校区、信阳职业技术学院、信阳航空职业学院、信阳涉外职业技术学院、信阳艺术职业学院)、河南第六技工学校、信阳电子信息学校等26所中高等职学校,在校学生近16.5万人,每年毕业大中专在校生约4万人左右。

第四,新的企业落地后,我们将免费为企业招录培训产业工人,在现有产业功能的基础上,通过培训即可快速上岗。

第五,我们为企业高端人才落实相关优惠政策。对落户企业高层管理人员及其配偶、未成年子女,在就业、医疗、教育等方面享受本地城镇居民同等待遇;符合高层次人才引进条件的,按照《中共信阳市委人才工作委员会关于印发信阳市高层次人才认定和支持办法的通知》(信人才〔2021〕3号)、《关于印发信阳市高层次人才公共服务保障措施实施细则的通知》(信人才办〔2021〕4号)、《关于印发信阳市柔性引进人才服务办法(暂行)的通知》(信人社办〔2021〕44号)享受相应优惠政策。
第六,对于企业高管实行个人所得税返还政策。经认定的总部企业高级管理人员和高级技术人员,8年内按其在所在辖区缴纳的个人所得税地方留成部分的90%给予高管生活补贴。
5.科研经费补贴。
视企业营收状况、税收状态以及企业研发投入情况,特别是结合营收、税收和就业三大指标贡献,一企一策,政府拿出一定资金,支持企业开展研发活动。
6.营商环境。

第一,开展万人助万企活动。围绕市委、市政府明确的绿色发展先行示范区和“1+1”产业定位,市级领导重点服务对全市经济稳增长有较强支撑带动作用的重点企业和重点项目,市直部门和县(区)、管理区(开发区)选派助企干部千名以上,帮扶千户(个)以上重点企业和重点项目。

市级组建了11个服务工作组,每个工作组在县区服务不少于30家企业和20个省市重点项目。在企业服务方面,重点解决惠企政策落实、提高行政效能、产业链和供应链上下游难点、制约企业发展的要素保障、拖欠账款、手续办理、涉法涉诉维权、社会保障、技能培训、企业统计工作、安全生产、推进企业股份制改革、企业融资上市等方面遇到的问题;在项目建设方面,重点解决产业项目谋划、产业链图谱和招商图谱的建立完善,招商引资的签约、落地、开工和项目入库,重大项目和三大改造项目手续办理、推进实施、统计入库、投产达效等方面存在的问题。

第二,实行首席服务官制度。市县领导广泛参与包联企业,“首席服务官”一对一走进企业,真心尊重企业家,与企业家交朋友谈发展,走进企业、车间和产业帮助企业纾困解难,开通“12345”市长热线和“企业码”线上问题收集平台,创新推出“县长+局长”“局长+1”问题解决工作机制,针对企业反映诉求做到“件件有回音、事事有着落”。

第三,店小二闭环服务功能。一体化推进“放管服效”改革,全面构建了市县乡村四位一体政务服务体系,用“最多跑一次”的结果导向,倒逼重塑办事流程,简化办事手续,实现“店小二”闭环服务功能,提升了政务服务效率。
7.承载载体。

全市开发区规划面积226.54平方公里,建成区面积119.21平方公里,近一半的产业用地可以利用。经过多年发展,信阳各类开发区水电路气网等基础设施齐备,产业配套、生活配套设施也日渐完善,呈现良好发展态势。围绕中心城区起高峰,豫东南高新区、信阳高新区、信阳经开区将是信阳产业发展的集聚地。

豫东南高新区2022年2月启动筹建,3月31日省委书记楼阳生为其揭牌。“豫”代表河南,“东”指东接长三角,“南”是南联大湾区,将打造成为引领信阳高质量发展新的“增长极”,创新驱动、绿色集约发展新路的“示范区”,河南省开发区改革的“试验田”,对接长三角和粤港澳大湾区的“桥头堡”。豫东南高新区按照“三化三制”“管委会+公司”的模式,组建有豫东南高新投资集团有限公司,设立了50亿元的战略新型产业投资基金和15亿元的基础设施投资基金。在产业发展上明确了“2+1+X”产业体系,做强大健康和高端装备制造两大主导产业,培育新一代信息技术产业,孕育一批未来产业,规划前沿新材料、生命科学产业。在空间布局上,近期规划到2025年,按50平方公里规划起步,统筹布局科创总部、科技服务中心、创智孵化、科教园区、制造园区等功能分区;远期规划到2050年,按508平方公里控制。2023年全力打造豫东南高新区产业承载能力,实施16个先导性、引领性工程,总投资190亿元,建成大健康、大数据、先进制造业产业园和理工学院、人才公寓等公共服务设施,初步建成起步核心区。

 信阳高新区是国家级高新区,位于中心城区东部,处于京广铁路与宁西铁路、京港澳高速和沪陕高速、107国道与312国道等南北、东西大通道的交汇点上。信阳高新区按“一区四园”模式,中心园区规划面积10.99平方公里,主导产业为装备制造和电子信息;平桥园区规划面积12.4平方公里,主导产业为光学电子信息和先进装备制造;明港园区规划面积8.7平方公里,主导产业为冶金和装备制造;上天梯园区规划面积9.6平方公里,主导产业为绿色建造、应急产业。围绕打造千亿级产业集群目标,依托明阳智慧新能源、杭萧钢构、中部半导体、舜宇光学、鼎润科技、信阳钢铁等一批龙头企业,通过购地自建、园区租赁、股权合作等多种合作方式,全力推进项目建设,推进产业发展。

信阳经开区总规划面积11.7平方公里,目前已建成“八横四纵”主干道路。信阳经开区致力于打造全国知名的人居科技产业基地,力争三年内建成500亿级优势产业集群,争创国家级经开区。以绿色大家居产业、电子信息产业为主导产业,现代服务业为特色产业,涵盖新能源、新材料、绿色建筑、智能家居、智能安防、电子信息制造业与信息技术服务业等多个产业领域。依托万华生态、小米智能等头部企业开展产业链招商,为企业协同创新发展提供全方位优质服务。

 

Xinyang Investment Guide

 

1 、 About Xinyang

Xinyang  City  is  the  southern  gate  of Henan  Province.  It  is  located  at  the  northern  foot  of Dabie Mountains and the upper reaches of the Huaihe River. With a total area of 18900 square kilometers and a total population of 9. 13 million, it has jurisdiction over 8 counties and 3 districts. Here, with the charm of Yu and Chu, and a rich collection of people, it is a historic ancient city; Here, with numerous heroes and  shining  stars,  it  is  a  revolutionary  red  city;  Here,  with  picturesque  mountains  and  rivers,  and excellent ecology, it is an ecological green city; Here, connecting the east and the west, connecting the south and the north, is a transportation hub; This innovative and open city is a vibrant new city. The natural endowments bestowed by heaven, the unique culture created by our ancestors, the red genes left by our predecessors, and the rising momentum gathered by the people of the old areas have endowed this place with the confidence, color, and heritage to shape a better life.

The location and transportation advantages of Xinyang are increasingly evident. Xinyang connects the  east  and the west,  connecting the  south  and the north,  and  is  an  important regional  comprehensive  transportation hub and modern logistics hub in China. There are currently three railways, namely Beijing  Guangzhou, Beijing Kowloon, and Nanjing West, as well as the Beijing Guangzhou High Speed Railway. There are plans for the South Xinhe High Speed Railway and the Beijing Kowloon High Speed Railway;  There are 5 expressways including Beijing Hong Kong Macao, Daguang, Shanghai Shaanxi, Huaigu,  Huaixin,  and  6  national  highways  including  G106,  G107,  G220,  G230,  G312,  and  G318,  forming  multiple intersections in the transportation network; Xinyang is about 300km away from Zhengzhou and  Hefei, and about 200km away from Wuhan; Xinyang Port    · Huaibin Central Port has been put into  operation, with four container routes from Huaibin to Huai'an, Lianyungang, Bengbu, and Jiaxing Zhapu  opened. A strategic cooperation agreement has been officially signed with Suzhou Taicang Port, opening  the fifth container route, which can achieve an annual container freight volume of over 30000 standard  containers; Minggang Airport can reach 17 large and medium-sized cities, including Beijing, Shanghai,  Guangzhou, and Shenzhen. It takes about 2 hours from Xinyang to Chengdu, Wenzhou, Jinan, Luzhou,  Shenyang, and other places. A three-dimensional transportation system with multimodal transportation  by road, rail, water, and air has been fully formed.

Xinyang's market space advantage is constantly increasing. Xinyang is located at the junction of three national  economic  growth  sectors,  namely  the  Central  Plains  Urban  Agglomeration,  Wuhan  Urban Agglomeration,  and Wanjiang Urban Belt,  as well  as the hinterland  of the  Beijing  Guangzhou  and Beijing Kowloon "Two Verticals" economic belts. Within a radius of 300 kilometers, there are three provincial capital cities, Zhengzhou, Wuhan, and Hefei, covering a population of 170 million; There are 11 provincial capital cities within a 500 kilometer radius, covering a population of 400 million; Within a radius of 1000 kilometers, it basically covers all the regions with the densest population, the most active development, and the richest resources in the country. It is located in the central area of the "Central Triangle" and has great potential for regional central city development.

Xinyang's   ecological   and  environmental   advantages  are  more  prominent.  In  the  new   stage   of development, Clear waters and green mountains are golden mountains and silver mountains. Ecological  environment  quality,  especially  ecological  carrying  capacity,  is  increasingly  becoming  an  important  support for accelerating development. Xinyang is rich in ecological resources, abundant in carbon sinks,  and has a lot of room for environmental capacity. Three quarters of the region is mountainous and hilly,  with a Forest cover of 41.97%, more than 10 percentage points higher than that of the whole country and  the whole province. The ambient air quality index ranks first in the whole province. It is a national  ecological demonstration city, a pilot demonstration city for the construction of national main functional  areas, and a national garden city. At the same time, our national land has great potential in terms of space, with abundant reserves of available land indicators. Currently, there are 116000 supplementary farmland  indicators available2 、 1335 Work Layout The new Xinyang Municipal Party Committee and the Xinyang Municipal People's Government look forward to 30 years to think about problems, make decisions, focus on development, and systematically implement the " 1335" work layout in combination with the reality of Xinyang.

' 1' refers to shaping 'a brand': 'Looking at Xinyang for a Better Life'. Xinyang has a superior ecological environment,   splendid  natural   scenery,  unique  resource   endowment,  profound  cultural  heritage, convenient transportation network,  and  a  solid  foundation  for  a  better  life.  To  achieve  high-quality development in Xinyang, it is necessary to create a "two better" demonstration zone and a destination for a better life. Looking at Xinyang for a Better Life "is to use dynamic progress, work hard, and lead the way, exploring Xinyang  for high-quality  development  in poverty-stricken  areas  after  comprehensive poverty alleviation.

The future development of Xinyang needs to clarify the "three major positioning". The first is to anchor the construction of the "Hubei Henan Anhui inter provincial regional central city". Xinyang used to be the revolutionary capital of the Hubei Henan Anhui Soviet Area, and was the central city of the Hubei Henan Anhui inter provincial region. In the future, Xinyang will continue its positioning as a "seven centers and one hub", namely a regional economic center, a regional science and technology innovation center,  a  regional  transportation  center,  a  regional  cultural  center,  a  regional  consumption  center,  a regional education center, a regional medical center, and a regional digital hub. The second is to anchor the construction of the "Hubei Henan Anhui inter provincial regional central city". Xinyang will take the path of green rise. First,  develop the green  energy  system, promote the green transformation of the energy structure, accelerate the construction of the two integrated projects of "wind, fire and storage" and  "source, network,  load  and  storage",  "wind  control  action  in thousands  of villages"  in  Huaibin County, Wuyue Pumped-storage hydroelectricity and other projects, and build a comprehensive energy supply system; Plan to create a modern energy system innovation demonstration city. The second is to achieve  the  rise  of  Xinyang's  green  industry,  promote  the  green  upgrading  and  transformation  of traditional  industries,  create   "green  factories"  and   "green  workshops",  and  continuously  reduce production energy consumption; On the basis of Mingyang Wind Power, cultivate and build the largest onshore wind turbine manufacturing base in the central region with a level of 50 billion. The third is to accelerate the construction of climate investment and financing pilot cities, and strive to create a national green  operation  demonstration  city.  The  fourth  is  to  create  green  industrial  parks,  accelerate  the construction  of  venous  industrial  parks,  promote  comprehensive  waste  utilization,  energy  cascade utilization, and water resource recycling, and build a circular economy system. The third is to create a collaborative innovation zone for industrial development in the Yangtze River Delta. First, the National Development   and  Reform   Commission  printed   and  distributed  the  Work  Plan   for  Counterpart Cooperation  in  Key   Cities  of  Old  Revolutionary  Base  Areas,  which   determined  the   counterpart cooperation relationship between Suzhou and Xinyang, which is an important opportunity for Xinyang to integrate into the development of the Yangtze River Delta. Secondly, relying on the "bridgehead" role of the Southeast Henan High tech Zone in connecting with the Yangtze River Delta and the Greater Bay Area, actively integrating into the Yangtze River Delta integration demonstration zone.
