各县区、管理区、开发区商务（招商）部门：

为贯彻落实省政府支持“三外”企业稳定发展若干措施，为我市外贸、外资、外经企业提供高效服务，现就建立信阳市“三外”重点企业“服务官”制度有关事项通知如下：

一、工作目标

深入贯彻习近平总书记考察调研河南重要讲话精神，全面落实省委省政府、市委市政府关于稳外贸增外资促外经工作部署，以建立“三外”重点企业“服务官”制度为切入点，密切政企联系，不断优化营商环境，帮助企业解难纾困，稳定企业生产经营信心，提高服务企业水平。

二、服务对象

（一） 市“三外”“白名单”企业；

（二） 县（区）认为需要纳入的企业。

三、“服务官”组成

为“三外”重点企业逐家确定“服务官”。“服务官”实行工作团队制，每家企业确定一名县区、管理区、开发区负责同志任首席服务官，一名责任部门负责同志任服务官，一名专人任联络员。每个“服务官”工作团队可采用“一对一”或“一对多”方式结对子。四、服务内容

（一） 政策宣讲。通过媒体宣传、信息平台、政策汇编、举办培训会等多种渠道，及时准确向服务企业宣传惠企政策、涉企服务事项。

（二） 走访调研。“服务官”团队要通过走访、座谈、调查问卷等方式主动与企业沟通交流，及时了解企业生产经营状况，提供法律法规、政策措施等方面的咨询和服务，督促企业遵守法律法规，指导企业用好用足商务、招商、财政、税收等各类优惠促进政策。

（三） 台账管理。及时梳理、汇集企业生产经营中存在的问题和诉求，逐企、动态建立好服务台账，分门别类、精准施策，围绕形势、突出重点，积极作为、跟踪落实，实行干部联企、部门联办、企业联动的“三联”机制，协调解决问题，切实为企业发展排忧解难。

五、工作要求

（一） 各县（区）商务招商部门要结合实际制定好本地“服务官”工作方案措施，科学合理确定“服务官”与企业结对子名单，并及时将以上材料报送市商务局。

（二） 各县（区）服务官负责建立、管理企业服务台账（附件 2），联合相关职能部门共同解决企业反映的问题和诉求，于每季度末（3 月 20 日、6 月 20 日、9 月 20 日、12 月 20 日）将台账和有关工作情况、经验做法、先进典型报送市商务局。

（三） 各项工作开展情况和相关材料按“三外”企业类型分别对口报送市商务局外贸科（0376-3019537）、外资科（0376-3019535）和外经科（0376-3019532）。

（四） “服务官”团队要严格遵守中央关于改进工作作风、密切联系群众的政策规定，不搞形式主义，不给基层和企业增加负担，严格遵守工作纪律，增强服务意识，做到“多服务、不干涉，多帮忙、不添乱”。

1. Work goals

2. Service object

(1) Municipal "three foreign" "whitelist" enterprises;

(2) Enterprises considered by the county (district) to be included.

3. Composition of "Service Officer"

Identify“service officers”for“three foreign”key enterprises one by one. The“service officer”implements a work team system. Each company designates a comrade in charge of a county, district, management area, and development zone to serve as the chief service officer, a responsible comrade in the responsible department as the service officer, and a dedicated person as a liaison officer. Each "service officer" work team can pair up in a "one-to-one" or "one-to-many" manner.

4. Service Content

(1)Policy presentation. Through media publicity, information platforms, policy compilations, training meetings and other channels, timely and accurately publicize favorable policies and enterprise-related services to service companies.

(2) Visit and research. The “service officer” team should actively communicate with the company through visits, discussions, questionnaires, etc., to understand the company’s production and operation status in a timely manner, to provide consulting and services on laws, regulations, policies and measures, and to urge the company to comply with laws and regulations, and to guide the company’s use of Make good use of various preferential promotion policies such as commerce, investment, finance, and taxation.

(3) Ledger management. Timely sort out and gather the existing problems and demands in the production and operation of the enterprise, establish a good service account on a company-by-enterprise, dynamic basis, classify and implement precise policies, focus on the situation, highlight the key points, take active actions, follow-up implementation, and implement cadres joint enterprise, department joint operation, The "triple" mechanism of enterprise linkage can coordinate and solve problems and effectively solve problems for enterprise development.

5.Work Requirements

(1) Each county (district) business investment promotion department shall formulate the local "service officer" work plan and measures based on the actual situation, scientifically and reasonably determine the "service officer" and the enterprise pairing list, and submit the above materials to the Municipal Bureau of Commerce in a timely manner.

(2) Each county (district) service officer is responsible for the establishment and management of enterprise service accounts (Annex2), and works with relevant functional departments to jointly solve the problems and demands reported by the enterprise. At the end of each quarter (March 20, June 20) , September 20, December 20) Submit the ledger and related work conditions, experience and practices, and advanced models to the Municipal Bureau of Commerce.

(3) The development of various work and related materials shall be respectively reported to the Foreign Trade Division (0376-3019537), Foreign Investment Division (0376-3019535) and Foreign Economics Division (0376-3019532) of the Municipal Bureau of Commerce according to the type of "three foreign" enterprises.

(4) The “service officer” team must strictly abide by the central government’s policies and regulations on improving work style and keeping close contact with the masses, do not engage in formalism, do not burden the grassroots and enterprises, strictly abide by work discipline, enhance service awareness, and achieve “multiple” Serve, don’t interfere, help more, don’t cause chaos".
