中英文-羊山新区、信阳经济技术开发区招商引资优惠政策

    为进一步加大羊山新区、信阳经济技术开发区招商引资工作力度，促进经济社会高质量发展，特制定本优惠政策。

一、适用范围

1、按照河南省人民政府办公厅文件《关于实施河南省开发区标准体系及基准值（试行）的通知》（豫政办[2022]43号）及其他有关文件政策精神，本意见适用于新引进的符合国家产业政策的，突出绿色化、智能化和数字化的项目，且注册和纳税须在羊山新区或信阳经济技术开发区辖区。

二、支持企业发展措施

（一）先进制造业

2、支持先进制造业企业自建厂房，优先保障项目用地，列入省、市重大招商项目的，其新增用地计划指标在年度用地计划中优先安排，外商投资企业同等适用。新引进的外向型生产企业，绿色化、智能化、数字化先进制造业企业等重大新兴生产类项目（实际投资5亿元以上）用地优惠，可参照执行《关于促进我市工业发展的意见》（信发〔2017〕18号）。

3、投资5000万元以上的绿色化、智能化、数字化先进制造业项目且投资强度、亩均税收均达到省定标准的，自企业投产之日起，前两年按照对羊山新区或信阳经济技术开发区财政贡献的100%予以扶持，第三年至第五年按照对羊山新区或信阳经济技术开发区财政贡献的50%予以扶持，用于企业基础设施建设和技术升级改造；规模以上先进制造业在新区租赁生产性用房给予10元/平方米/月的补贴，补贴期限为三年。

4、对绿色化、智能化、数字化生产类企业固定资产投资5000万元以上的，按照固定资产投资额的3%给予一次性奖励，最高单个项目不超过2000万元。

5、对先进制造业企业在技术改造、科技创新等方面单个独立项目的实施周期内投资500万元以下的，给予实际投资额5%的一次性奖励；投资500万元至1000万元的，给予一次性奖励50万元；投资1000万元至2000万元的，给予一次性奖励100万元；投资2000万元以上的，给予一次性奖励300万元。

6、支持先进制造业走出去拓展国内外市场，给予上年度年纳税100万元以上的规上企业，参加中国（上海、广州）国际家具博览会和中国进出口商品交易会（广交会）场租费50%的补贴，每家企业年度补贴不超过30万元。

（二）总部经济

7、支持绿色金融发展，对新入驻且登记注册在羊山新区或信阳经济技术开发区依法纳税的股份制银行、证券公司等金融机构总部，市级以上国有企业总部，一次性奖励20万元。

8、世界500强、中国500强、大型央企、商务部认定或备案的跨国公司等在羊山新区或信阳经济技术开发区设立省级以上总部和销售中心，注册资本5000万元以上，且年度对羊山新区或信阳经济技术开发区财政贡献部分不低于1000万元，一次性奖励300万元，奖励资金在第一个纳税年度后半年内兑现。

9、对新入驻羊山新区或信阳经济技术开发区的总部经济企业（不含地产类），当年对羊山新区或信阳经济技术开发区财政贡献不低于500万元的，按照其对羊山新区或信阳经济技术开发区财政贡献给予企业20%等额的资金奖补，最高不超过200万元。奖励资金在第一个纳税年度后半年内兑现。

（三）外资、外贸出口

10、对在羊山新区或信阳经济技术开发区新注册设立的外资企业或现有外商投资企业增资扩股、扩大生产规模，在享受第二项内先进制造业第4条的基础上，经商务部门认定的实际到位外资在1000万美元至2000万美元的，一次性奖励100万元人民币；实际到位外资在2000万美元以上至5000万美元的，一次性奖励200万元人民币；实际到位外资在5000万美元以上的，一次性奖励300万元人民币。

11、对外贸出口企业的出口实绩的优惠奖励，按《信阳市人民政府关于进一步加快外经贸发展的意见》（信政〔2010〕13号）执行。

（四）电子商务

12、对注册登记新入驻羊山新区或信阳经济技术开发区的电子商务企业，年交易额1000万元到3000万元，且对羊山新区或信阳经济技术开发区财政贡献不低于50万元的，给予租赁办公场地每平方米每天补贴0.5元人民币；年交易额3000万元到5000万元，且对羊山新区或信阳经济技术开发区财政贡献不低于200万元的，给予租赁办公场地每平方米每天补贴1元人民币；年交易额5000万元以上，且对羊山新区或信阳经济技术开发区财政贡献不低于500万元的，给予租赁办公场地每平方米每天补贴1.5元人民币。该奖补资金每年兑现50%，分两年拨付给企业。

13、对于新创建成功的国家级、省级电子商务示范园区，分别给予运营企业30万元、10万元的一次性奖励。

14、对于入驻省级以上电子商务示范园区的企业，年网络销售额2000万元以上，且财政贡献100万元以上的，予以每年5万元的网络推广费用补贴。

（五）科技创新

15、对辖区企业新认定的国家级高新技术企业、工程技术研究中心、重点实验室一次性给予30万元的奖励，对国家级高新技术后备企业、省级工程技术研究中心、省级重点实验室一次性给予10万元的奖励；对国家级高新技术企业完成续期申报并通过复审的，每次续期给予10万元奖励。

16、对新认定的国家和省级创新型企业、众创空间企业，分别给予一次性30 万元、10万元奖励。

17、对新认定的省“专精特新”中小企业给予一次性奖励20万元。

18、对辖区企业组织推动新认定为“国家地理标志证明商标或集体商标”的，每件给予10万元的奖励。

19、对在境内主板、创业板、科创板实现上市的我区企业，按首发募集金额给予0.5%的奖励，最高奖励1000万元；对在国内已上市企业将注册地迁至羊山新区或信阳经济技术开发区，并将募集资金50%投资于我区、正常经营且依法在我区纳税的，一次性奖励1000万元。在新三板成功挂牌的企业，奖励50万元。注册地在羊山新区或信阳经济技术开发区的上市公司以配股或增发方式实现再融资，且募集资金80%以上投资于我区的，按照实际投资资金的0.2%一次性奖励企业，最高限额为100万元。本条扶持政策适用于文件印发后上市、挂牌且注册地在羊山新区或信阳经济技术开发区，并在我区备案的入库企业。

（六）商贸服务

20、新入驻羊山新区或信阳经济技术开发区的商贸服务业企业且登记注册在新区依法纳税的，自企业营业年度起，当年对羊山新区或信阳经济技术开发区财政贡献部分不低于300万元的，第一年、第二年、第三年分别按照企业对羊山新区或信阳经济技术开发区财政贡献部分30%、20%、10%的额度一次性奖励企业扩大生产。

（七）其他方面

21、对于招商引资引荐人的相关奖励参照《信阳市招商引资项目引荐人奖励办法》（信政〔2017〕20号）执行。

22、对落户企业高层管理人员及其配偶、未成年子女，在就业、医疗、教育等方面享受当地城镇居民同等待遇；符合高层次人才引进条件的，按照《中共信阳市委人才工作委员会关于印发信阳市高层次人才认定和支持办法的通知》（信人才[2021]3号）、《关于印发信阳市高层次人才公共服务保障措施实施细则的通知》（信人才办[2021]4号）、《关于印发信阳市柔性引进人才服务办法（暂行）的通知》（信人社办[2021]44号）享受相应优惠政策。

23、根据企业用工需求做好人力资源招募服务工作，对企业开展用工岗前就业技能培训和转岗培训的，按照《河南省人力资源和社会保障厅关于进一步明确职业技能提升行动资金使用的通知》（豫人社办〔2019〕92号）享受相应优惠政策。

三、具体要求

24、被扶持企业10年内不得迁离注册地、不改变在我区的纳税义务、不减少注册资本，不减少固定资产。否则，将依法全部追偿给予的相关政策支持资金。

25、符合本优惠政策规定的项目同时符合本市其他支持政策规定的，按照就高不重复的原则予以支持。本优惠政策实施过程中若遇国家、省、市新出台有关招商引资法律法规及政策规定的，从其规定。享受支持的企业应当书面承诺，并在投资协议中约定，符合并遵守地方政府的相关要求；违反承诺的，其享受的各项优惠自动予以撤销，并承担违约责任。

26、重大招商引资项目、主导产业头部企业项目、重大战略性新兴产业项目可“一事一议”。

27、凡上级有明确要求的支持政策和办法，按有关要求执行。

28、本优惠政策由羊山新区管委会、信阳经济技术开发区管委会负责解释。

29、本优惠政策自发布之日起施行，羊山新区原招商引资优惠政策同时废止。

Yangshan New Area, Xinyang Economic and Technological Development Zone Preferential policies for investment promotion

This preferential policy is formulated in order to further strengthen the investment attraction work of Yangshan New Area and Xinyang Economic and Technological Development Zone, and promote high-quality economic and social development.

1、 Scope of application

1. According to the document Notice on the Implementation of Henan Development Zone Standard System and Benchmark Value (Trial) (YZB [222] No. 43) issued by the General Office of the People's Government of Henan Province and the policy spirit of other relevant documents, this opinion is applicable to newly introduced projects that conform to the national industrial policy and highlight green, intelligent and digital, and must be registered and taxed in Yangshan New Area or Xinyang Economic and Technological Development Zone.

2、 Measures to support enterprise development

（1） Advanced manufacturing

2. Support advanced manufacturing enterprises to build their own plants, give priority to the guarantee of project land. For those listed in provincial and municipal major investment projects, their new land use plan indicators will be given priority in the annual land use plan, and the same applies to foreign-funded enterprises. Preferential land use for major emerging production projects (with an actual investment of more than 500 million yuan) such as newly introduced export-oriented production enterprises, green, intelligent, and digital advanced manufacturing enterprises can refer to the Opinions on Promoting the Industrial Development of Our City (XF [2017] No. 18).

3. For green, intelligent and digital advanced manufacturing projects with an investment of more than 50 million yuan, and the investment intensity and average tax per mu meet the provincial standards, from the date the enterprise is put into production, 100% of the financial contribution to Yangshan New Area or Xinyang Economic and Technological Development Zone will be supported in the first two years, and 50% of the financial contribution to Yangshan New Area or Xinyang Economic and Technological Development Zone in the third to fifth years, For enterprise infrastructure construction and technology upgrading; Advanced manufacturing enterprises above designated size will be given a subsidy of 10 yuan/square meter/month for leasing productive houses in the New Area for a period of three years.

4. For green, intelligent and digital production enterprises with fixed asset investment of more than 50 million yuan, a one-time reward of 3% of the fixed asset investment will be given, and the maximum single project will not exceed 20 million yuan.

5. For advanced manufacturing enterprises that invest less than 5 million yuan in the implementation cycle of a single independent project in technical transformation, scientific and technological innovation, a one-time reward of 5% of the actual investment will be given; A one-time reward of 500000 yuan will be given to those who invest between 5 million yuan and 10 million yuan; A one-time reward of 1 million yuan will be given to those who invest 10 million yuan to 20 million yuan; If the investment is more than 20 million yuan, a one-time reward of 3 million yuan will be given.

6. We will support advanced manufacturing industries to go global and expand domestic and foreign markets, and give subsidies of 50% of the rental fees for participating in China (Shanghai, Guangzhou) International Furniture Fair and China Import and Export Commodities Fair (Canton Fair) to enterprises above the designated size that paid more than 1 million yuan of taxes last year. The annual subsidy for each enterprise will not exceed 300000 yuan.

（2） Headquarters economy

7. To support the development of green finance, a one-time reward of 200000 yuan will be given to the headquarters of joint-stock banks, securities companies and other financial institutions newly settled and registered in Yangshan New Area or Xinyang Economic and Technological Development Zone to pay taxes according to law, and the headquarters of state-owned enterprises above the municipal level.

8. The world's top 500, China's top 500, large central enterprises, multinational companies recognized or registered by the Ministry of Commerce, etc. have set up headquarters and sales centers at or above the provincial level in Yangshan New Area or Xinyang Economic and Technological Development Zone, with a registered capital of more than 50 million yuan, and the annual financial contribution to Yangshan New Area or Xinyang Economic and Technological Development Zone is not less than 10 million yuan, with a one-time reward of 3 million yuan. The reward funds will be paid in the second half of the first tax year.

9. For headquarters economic enterprises (excluding real estate) newly settled in Yangshan New Area or Xinyang Economic and Technological Development Zone, if their financial contribution to Yangshan New Area or Xinyang Economic and Technological Development Zone in the current year is not less than 5 million yuan, 20% of the financial contribution to Yangshan New Area or Xinyang Economic and Technological Development Zone will be given as a subsidy, with a maximum of 2 million yuan. The reward fund shall be cashed in half a year after the first tax year.

（3） Foreign capital and foreign trade export

10. For foreign-funded enterprises newly registered in Yangshan New Area or Xinyang Economic and Technological Development Zone or existing foreign-funded enterprises to increase capital and share and expand production scale, on the basis of enjoying Article 4 of Advanced Manufacturing Industry in Item 2, a one-time reward of 1 million yuan will be given if the actual paid in foreign capital recognized by the commerce department is between 10 million and 20 million dollars; If the actually paid in foreign capital is more than US $20 million but less than US $50 million, a one-time reward of RMB 2 million will be given; If the actually paid in foreign capital is more than 50 million dollars, a one-time reward of 3 million yuan will be given.

11. Preferential incentives for export performance of foreign trade export enterprises shall be implemented in accordance with the Opinions of Xinyang Municipal People's Government on Further Accelerating the Development of Foreign Trade and Economic Cooperation (XZ [2010] No. 13).

（4） E-commerce

12. For e-commerce enterprises registered and newly settled in Yangshan New Area or Xinyang Economic and Technological Development Zone, with an annual turnover of 10 million to 30 million yuan and a financial contribution of no less than 500000 yuan to Yangshan New Area or Xinyang Economic and Technological Development Zone, a subsidy of 0.5 yuan per square meter of leased office space per day will be given; If the annual transaction amount is 30 million to 50 million yuan and the financial contribution to Yangshan New Area or Xinyang Economic and Technological Development Zone is not less than 2 million yuan, a subsidy of 1 yuan per square meter per day will be given to the leased office space; If the annual turnover is more than 50 million yuan and the financial contribution to Yangshan New Area or Xinyang Economic and Technological Development Zone is not less than 5 million yuan, a subsidy of 1.5 yuan per square meter per day will be given to the leased office space. The reward and subsidy fund will be cashed 50% every year and allocated to the enterprise in two years.

13. For the newly established national and provincial e-commerce demonstration parks, the operating enterprises will be given a one-time reward of 300000 yuan and 100000 yuan respectively.

14. For enterprises settled in e-commerce demonstration parks above the provincial level, if their annual network sales are more than 20 million yuan and their financial contributions are more than 1 million yuan, they will be given a subsidy of 50000 yuan per year for network promotion.

（5） Scientific and technological innovation

15. A one-time reward of 300000 yuan will be given to the newly recognized national high-tech enterprises, engineering technology research centers and key laboratories, and a one-time reward of 100000 yuan will be given to the national high-tech backup enterprises, provincial engineering technology research centers and provincial key laboratories; For national high-tech enterprises that have completed the renewal application and passed the review, RMB 100000 will be awarded for each renewal.

16. For newly recognized national and provincial innovative enterprises and mass innovation space enterprises, a one-time reward of 300000 yuan and 100000 yuan will be given respectively.

17. A one-time reward of 200000 yuan will be given to the newly recognized provincial "specialized, special and new" small and medium-sized enterprises.

18. For enterprises and organizations under the jurisdiction that promote new recognition as "national geographical indication certification trademark or collective trademark", RMB 100000 will be awarded for each.

19. For the enterprises in our district that are listed on the domestic main board, the GEM and the science and technology innovation board, a reward of 0.5% of the initial raised amount will be given, with a maximum reward of 10 million yuan; For domestic listed enterprises that move their registered places to Yangshan New Area or Xinyang Economic and Technological Development Zone, invest 50% of the raised funds in our district, operate normally and pay taxes in our district according to law, a one-time reward of 10 million yuan will be given. Enterprises that have successfully listed on the New Third Board will be rewarded with 500000 yuan. If a listed company registered in Yangshan New Area or Xinyang Economic and Technological Development Zone realizes refinancing by means of share allotment or additional issuance, and more than 80% of the raised funds are invested in our district, the enterprise will be awarded 0.2% of the actual investment funds in a lump sum, with a maximum limit of 1 million yuan. This supportive policy is applicable to the enterprises listed, listed, registered in Yangshan New Area or Xinyang Economic and Technological Development Zone, and registered in our district after the documents are issued.

（6） Business services

20. For commercial service enterprises newly settled in Yangshan New Area or Xinyang Economic and Technological Development Zone and registered in the New Area to pay taxes according to law, since the business year of the enterprise, if the financial contribution to Yangshan New Area or Xinyang Economic and Technological Development Zone in that year is not less than 3 million yuan, 30%, 20% A one-time reward of 10% will be given to enterprises to expand production.

（7） Other aspects

21. The relevant rewards for investment promotion introducers shall be implemented in accordance with the Measures of Xinyang City for Rewarding the Promoters of Investment Promotion Projects (XZ [2017] No. 20).

22. Senior managers of settled enterprises and their spouses and minor children enjoy the same treatment as local urban residents in terms of employment, medical care and education; For those who meet the conditions for the introduction of high-level talents, in accordance with the Notice of the Talent Working Committee of the CPC Xinyang Municipal Committee on Printing and Distributing the Measures for the Recognition and Support of High level Talents in Xinyang City (XTalent [2021] No. 3), the Notice on Printing and Distributing the Detailed Rules for the Implementation of the Public Service Guarantee Measures for High level Talents in Xinyang City (XTalent Office [2021] No. 4) Notice on Printing and Distributing the Measures of Xinyang City for Flexible Recruitment of Talents (Provisional) (XRSB [2021] No. 44) enjoys the corresponding preferential policies.

23. Do a good job in human resources recruitment services according to the employment needs of enterprises. If enterprises carry out pre job employment skills training and job transfer training for employees, they will enjoy corresponding preferential policies according to the Notice of Henan Provincial Department of Human Resources and Social Security on Further Clarifying the Use of Funds for Vocational Skills Improvement Actions (YRSB [2019] No. 92).

3、 Specific requirements

24. The supported enterprises shall not move from their registered places, change their tax obligations in our district, reduce their registered capital or reduce their fixed assets within 10 years. Otherwise, the relevant policy support funds will be fully recovered according to law.

25. Projects that meet the provisions of this preferential policy and other support policies of the city shall be supported in accordance with the principle of "high without duplication". In case of new laws, regulations and policies on investment promotion issued by the state, province and city during the implementation of this preferential policy, their provisions shall prevail. The enterprises that enjoy the support shall make a written commitment and agree in the investment agreement to meet and comply with the relevant requirements of the local government; In case of violation of the commitment, the preferences enjoyed by the party concerned shall be automatically revoked and the party concerned shall be liable for breach of contract.

26. Major investment promotion projects, leading industry enterprise projects, and major strategic emerging industry projects can be discussed on a case by case basis.

27. Any support policies and methods explicitly required by the superior shall be implemented according to relevant requirements.

28. The Administrative Committee of Yangshan New Area and the Administrative Committee of Xinyang Economic and Technological Development Zone are responsible for the interpretation of this preferential policy.

29. This preferential policy shall be implemented as of the date of promulgation, and the original preferential policy for investment promotion in Yangshan New Area shall be abolished at the same time.
