信阳市招商引资工作考核评价办法（暂行）

为适应经济发展新常态，充分调动全市招商引资工作的积极性、主动性和创造性，提高招商引资的质量和水平，推动我市招大引强和产业招商工作取得新突破，加快“五个信阳”建设步伐，造福信阳，添彩中原，特制定本办法。

一、考核评价对象

各县（区）人民政府、管理区（开发区）管委会。

二、考核评价内容

1．当年签约省外、境外招商项目合同总投资额。

2．实际到位利用省外、境外资金总量和增幅情况。

三、考核评价方式方法

采取月通报、半年讲评和年终考核评价相结合的办法。

1．月通报。每月，各县（区）、管理区（开发区）将本县（区）省外、境外招商引资工作开展情况报市商务局，市商务局结合省商务厅通报数据情况汇总后，将各县（区）、管理区（开发区）签约招商项目合同总投资额、实际利用省外、境外资金情况进行排名通报。

通报排名实行百分制计分，按照实际完成指标的绝对值采用功效系数法分别权重计分，按得分高低确定名次。签约招商项目合同总投资额 30 分（其中：省外资金 20 分、境外资金 10 分）；实际到位资金 70 分（其中：省外资金 50 分、境外资金 20 分），总量和增幅权重分别为 60%和 40%计。

2．半年讲评。每半年，市商务局对各县（区）、管理区（开发区）上半年招商引资工作情况进行综合督导，对上报的重点签约招商项目落实情况进行实地察看，结合省商务厅通报反馈数据认定情况，量化打分，计分方式和标准采用月通报的方式标准（房地产项目除外），统计汇总后召开专题讲评会。讲评会由市委、市政府组织，市四大班子主要领导出席，市委组织部、市纪委等相关部门和各县（区）党政主要领导参加，会上，市商务局通报半年招商引资工作情况和各县区排名情况；前三名的县（区）、前两名的管理区（开发区）在会上作典型发言，后两名的县（区）、后一名的管理区（开发区）作表态性发言；市领导对各地招商引资工作进行点评。

3．年终考评。每年底，市商务局组织对各县（区）、管理区（开发区）招商引资工作进行综合考评。对排名前三名的县（区）和排名前二名的管理区（开发区）报请市委、市政府进行表彰奖励。年终考评采取量化打分，按照最终得分多少确定排名和表彰单位。其计分方法如下：

（1） 实际利用省外资金、境外资金合同签约和实际到位资金（80 分）。其中：实际引进省外资金 56 分（合同签约占 30%，实际到位占 70%），实际引进省外资金总量得分权重占 60%，增幅得分权重占 40%；实际利用境外资金 24 分，实际利用境外资金总量得分权重占 60%，增幅得分权重占 40%。

（2） 月通报、半年讲评情况（15 分）。对在每月通报中排名前三名的单位计 1 分；对在半年讲评会上作典型发言的单位，每场次计 2 分。以上可以重复计分，满分 15 分。

（3） 重大项目落实（5 分）。对列入省重点跟踪推进项目库且成效明显的每个项目计 2 分，对纳入市重点跟踪推进的项目库且成效明显的每个项目计 1 分，可以累加计分，满分 5 分。

四、考核工作组织

市商务局成立全市招商引资考核评价工作领导小组，负责对县（区）、管理区（开发区）招商引资的考核组织工作。

每月通报在次月 26 日前完成，半年讲评工作在 7 月 30 日前完成，年终考核讲评在次年 1 月 25 日前完成。

五、考核结果运用

1．市委、市政府每年召开专题表彰大会，对考核排名在全市前 3 位的县（区）、前 2 位的管理区（开发区），予以通报表彰，授予“信阳市招商引资工作先进县区（单位）”称号；对先进单位的党政主要领导、分管领导、招商（商务）局长按照市政府相关规定给予奖励。

2．考核评价结果纳入干部绩效考核，对在招商引资和引进落实重大项目工作中表现突出的个人，按组织程序进行记功，并作为晋职晋级的重要依据。

本办法自印发之日起施行。

按照实际完成的绝对值采用功效系数法分别计分，将指标由大到小排序，最大的计 100 分，最小的计 60 分，最大、最小以外的用公式“｛（实际值－最小值）×40/（最大值－最小值）｝+60” 计算分值，两项相加平均得出单项分值，上述计分采用百分制计分，然后再采用加权平均法进行权重得分。

II. Assessment and evaluation content

1. The total investment amount of contracts signed for projects outside the province and overseas investment promotion in that year.

2. The actual use of capital from outside the province and overseas and its growth rate.

III. Evaluation methods and methods

A combination of monthly notification, half-year commentary, and year-end assessment and evaluation is adopted.

1. Monthly bulletin. Every month, the counties (districts) and management districts (development zones) report to the Municipal Bureau of Commerce the development of investment promotion work outside the province and abroad of the county (district). Counties (districts), management areas (development zones) signed contracts for total investment in investment projects, and actual use of funds from outside the province and overseas will be notified of the rankings.

The notified ranking implements a percentile system of scoring, according to the absolute value of the actual completed indicators, using the efficacy coefficient method to separately weight the score, and determine the ranking according to the score. The total investment of contracted investment projects is 30 points (including: 20 points for foreign funds and 10 points for overseas funds); 70 points for actual funds in place (including: 50 points for foreign funds and 20 points for overseas funds),The total weight and the weight of increase are 60% and 40% respectively.

2. Semi-annual commentary. Every six months, the Municipal Bureau of Commerce conducts comprehensive supervision of the investment promotion work of counties (districts) and management areas (development zones) in the first half of the year, conducts on-site inspections on the implementation of reported key contracted investment projects, and confirms with the feedback data reported by the Provincial Department of Commerce Situation, quantitative scoring, scoring methods and standards adopt monthly notification methods and standards (except for real estate projects), and special comment meetings will be held after statistics are summarized. The forum was organized by the Municipal Party Committee and the Municipal Government. The main leaders of the city’s four major groups attended the meeting. 3. Year-end assessment. At the end of each year, the Municipal Bureau of Commerce organizes a comprehensive evaluation of the investment promotion work of counties (districts) and management areas (development zones). The top three counties (districts) and the top two management zones (development zones) will be reported to the municipal party committee and municipal government for commendation and rewards. The year-end evaluation adopts quantitative scoring, and the ranking and commendation units are determined according to the final score. The scoring method is as follows:

(1) Actual use of funds from outside the province, contract signing of overseas funds and actual funds in place (80 points). Among them: 56 points for the actual introduction of funds from outside the province (30% for contract signings and 70% for actual placement), 60% for the total amount of funds actually introduced from outside the province, and 40% for the increase score; 24 points for the actual use of foreign funds, The actual use of foreign funds accounts for 60% of the total scoring weight, and the growth rate accounts for 40% of the scoring weight.

(2) Monthly notification and half-year commentary (15 points). 1 point is awarded to the top three units in the monthly bulletin; 2 points are awarded to the units that make typical speeches at the semi-annual seminar. The above points can be repeated, up to 15 points.

(3) Implementation of major projects (5 points). Each project that is included in the provincial key tracking and promotion project database and has obvious results is scored 2 points, and each project that is included in the city's key tracking and promotion project database and has obvious results is scored 1 point, and the points can be accumulated, with a full score of 5 points.

IV assessment work organization

The Municipal Bureau of Commerce has established a leading group for the assessment and evaluation of the city's investment promotion, responsible for the organization of the evaluation and investment promotion of counties (districts) and management areas (development zones).

The monthly notification will be completed before the 26th of the following month, and the half-year commentary will be completed before July 30

Completed, the year-end assessment and commentary will be completed before January 25 of the following year.

V Use of assessment results

1. The municipal party committee and the municipal government hold a special commendation meeting every year to commend the top 3 counties (districts) and the top 2 management districts (development zones) in the city. Unit)" title; the main party and government leaders, in-charge leaders, and investment promotion (commercial) directors of advanced units will be rewarded in accordance with the relevant regulations of the municipal government.

2. The evaluation results are incorporated into the performance evaluation of cadres. Individuals who have performed outstandingly in the work of attracting investment and introducing and implementing major projects will be credited according to organizational procedures and used as an important basis for promotion.

This method shall be implemented from the date of issuance.
