中英文-关于做好2021年招商引资有关工作的通知

    为深入贯彻落实中央、省、市关于统筹抓好疫情防控和经济社会发展的的决策部署，全力支持和帮助我市招商引资企业渡难关、促发展，切实做好新形势下我市招商引资工作，现就有关事项通知如下：

一、积极创新招商引资模式

针对疫情现状，在招商引资工作中转换思维定式、创新“线上”模式。精心开发包装一批优质项目上网发布，进行市情推介、政策宣讲、交流互动、线上谈判等。重点广泛联系客商，为下一步相互考察，举办活动做好准备工作。重点调度把握在谈在建大项目，在谈大项目要利用线上多渠道沟通并重点跟进，促使项目尽快签约落地。对急需签约的项目，通过在线签约或邮寄文本方式抓紧签约。在建大项目要建立健全联系机制，积极开展全流程对接服务，对项目在推进过程中遇到的关键症结要重点协调解决。

二、全面梳理签约项目台账

对2020年以来省级重大签约项目进行分类梳理并做好台账，便于下步检查。对已签约未履约项目要抓紧调度，督促和帮助其尽快履约。对已履约未开工项目，要抓紧完成落地准备工作，做好配套服务。对已开工未复工项目，要积极对接企业和有关各方，制定项目复工计划有序组织复工。对已开工并复工项目，要详细了解复工情况，掌握并积极帮助解决存在的困难和问题。

三、深入调研企业生产经营状况

要全面摸排招商引资重点企业生产经营相关情况。深入了解未复工复产企业的原因及存在的困难和问题，必要时给予政策支持。要加强横向协作、纵向联动，高度重视协调配合和信息共享。疫情防控期间要及时向市商务局报送招商引资工作情况，在疫情应对、招商引资企业经营动态、统计信息、形势研判等方面保持密切沟通。

1. Actively innovating the mode of attracting investment

In view of the current situation of the epidemic, we should change the mode of thinking and innovate the "online" mode in attracting investment. Carefully develop and package a number of high-quality projects published online, market recommendation, policy publicity, communication and interaction, online negotiation, etc. Focus on extensive contact with merchants, for the next step of mutual inspection, activities to prepare. The key scheduling is to talk about big projects under construction. When talking about big projects, we should make use of online multi-channel communication and focus on follow-up, so as to promote the signing and implementation of projects as soon as possible. For the projects that need to be signed, sign them online or send them by mail. For major projects under construction, we need to establish and improve the linkage mechanism, actively provide full-process docking services, and focus on coordinating and solving the key problems encountered in the process of project advancement.

2. Comprehensively organize the ledger of contracted projects

Major provincial signed projects since 2020 should be classified and sorted out and bookkeeping prepared for further inspection. The signed and unfulfilled projects should be promptly dispatched to supervise and help them to fulfill the contract as soon as possible. For projects that have already been implemented but have not yet been started, preparations for landing should be promptly completed and supporting services provided. For projects that have been started but not resumed, it is necessary to actively communicate with enterprises and relevant parties, formulate plans for the resumption of projects and organize the resumption in an orderly manner. For the projects that have been started and resumed, it is necessary to understand the resumption situation in detail, grasp and actively help solve the existing difficulties and problems.

3. In-depth investigation of the production and operation status of the enterprise

We need to make comprehensive plans for the production and operation of key enterprises that attract investment. In-depth understanding of the reasons and existing difficulties and problems of enterprises that have not resumed work and production, and providing policy support when necessary. We should strengthen horizontal and vertical coordination and attach great importance to coordination and information sharing. During the epidemic prevention and control period, it is necessary to report the investment promotion work to the Municipal Bureau of Commerce in a timely manner, and maintain close communication on epidemic response, operation dynamics, statistical information, situation analysis and judgment of enterprises that attract investment.
