中英文-信阳市人民政府办公室关于建立健全外商投资全流程服务体系的通知（信政办〔2021〕33号 2021年11月13日）

各县、区人民政府，各管理区、开发区：

为贯彻落实《中华人民共和国外商投资法》和《国务院关于进一步做好利用外资工作的意见》（国发〔2019〕23号），强化对外商投资企业的全流程服务，提升外商投资便利化水平，营造公平、稳定、高效、便捷的投资环境，现就全市建立健全外商投资全流程服务体系有关工作通知如下：

一、建立“外资企业服务专员”机制

严格落实省政府支持外商投资企业稳定发展的政策措施，对纳入省重点白名单的企业，成立服务专班，提供精准化、个性化服务，确保政策落地。定期召开政策解读沙龙等活动，当好“红娘”和“店小二”，为企业主动服务、靠前服务。落实“外资企业服务日”制度，每月15日开展“政策上门、服务下沉”活动，为重点外资企业提供“一对一”或“一对多”跟踪服务，建立外资企业问题台账和销号制度，对企业遇到的困难和问题，加强科学论证，做到分类施策，区分企业情况，抓住主要矛盾，分清轻重缓急，“一企一策”制定纾困帮扶方案。

二、建立外资企业服务“直通车”联席协调机制

建立由市政府分管负责同志、县区分管负责同志挂帅，相关职能部门组成的市县两级外资企业服务“直通车”联席协调机制。对已签约外资项目建立工作台账，组建工作专班，加强跟踪督导，认真落实“一个重点项目、一名分包领导、一套工作班子、一个工作方案、坚持一抓到底”的“五个一”工作机制，加大协调力度，开辟绿色通道，简化办理手续，提高行政审批效率，全程为企业入驻代办各种证照，对重大外资项目面临的主要困难和外资企业普遍反映的突出问题快速反应，及时会商协调解决，力争已签约项目早开工、早建设、早投产、早见效。联系领导每半年至少走访联系企业（项目）1次，领导联系的重点外商投资企业原则上每年轮换1次。

三、建立健全外商投资投诉协调机制

完善外商投资投诉协调工作机制，优化协调规则，规范协调程序，提高协调效率，让投资者放心投资、安心经营。各县区政府要建立健全外商投资企业投诉协调机制，指定部门或机构专门受理企业投诉的问题，对外公布投诉规则、处理时限等。市政府外商投诉服务中心（设在市商务局开放办）要定期开展外商投资企业投诉问题落实情况检查，及时将检查结果报告市政府，并在一定范围内通报。

四、切实保障外商投资企业公平待遇

全面清理取消在外商投资准入负面清单以外领域针对外资设置的准入限制，实现市场准入内外资标准一致，稳步推进外资管理体制改革，落实外商投资信息报告制度，并组织对外资企业在政府采购、资金补助、资质许可等方面是否享有公平待遇进行专项督查。深化“放管服”改革，纵深推进“一网通办”前提下“最多跑一次”改革，探索一条“事项最明、材料最少、环节最简、流程最优、效率最高、服务最佳”的项目开工新路，推进外资项目快速落地建设。

五、建立外商投资企业帮扶机制

全市各级行业主管部门要强化开放理念和服务意识，充分发挥行业管理指导作用，联动涉外部门共同组织外商投资企业参与国际国内各类交流合作活动，为企业对接市场、对接客户、开展项目投资合作等提供信息服务和搭建平台，支持外商投资企业发展壮大。落实政企对接机制，建立企业家、银行家联谊机制，加强金融政策、金融产品宣传，不断提高外资企业的融资能力。

In order to implement the《Foreign Investment Law of the People's Republic of China》and 《The Opinions of the State Council on Further Doing a Good Job in Utilizing Foreign Capital》(Guo Fa [2019] No. 23), we will strengthen the whole-process services for foreign-invested enterprises and improve the level of foreign investment facilitation , To create a fair, stable, efficient, and convenient investment environment. The notice regarding the establishment and improvement of the whole-process service system for foreign investment in the city is as follows:

1. Establishing a "Service Commissioner for Foreign-funded Enterprises" mechanism

Strictly implementing the provincial government's policies and measures to support the stable development of foreign-invested enterprises, and set up special service classes for enterprises included in the provincial key whitelist to provide precise and personalized services to ensure that the policies are implemented. Regularly hold policy interpretation salons and other activities, be a good "matchmaker" and "shop second", and actively serve the enterprise and serve the frontline. Implement the “Service Day for Foreign-funded Enterprises”system, carry out the “Policy Door-to-door, Service Sinking” activity on the 15th of each month, provide “one-to-one” or “one-to-many” follow-up services for key foreign-funded enterprises, and establish foreign-funded enterprise problem accounts and The account-sale system strengthens scientific argumentation for the difficulties and problems encountered by enterprises, implements classified policies, distinguishes the situation of enterprises, seizes the main contradictions, distinguishes priorities, and formulates relief assistance programs for "one enterprise, one policy".

2. Establishing a joint coordination mechanism for foreign-funded enterprises to serve "through trains"

Establishing a “through train” joint coordination mechanism for the service of foreign-funded enterprises at the city and county levels, composed of the municipal government in charge of the responsible comrades, the county district administrators in charge, and the relevant functional departments. Establishing work ledgers for signed foreign-funded projects, set up special work classes, strengthen follow-up and supervision, and earnestly implement the "five" principles of "one key project, one subcontracting leader, one work team, one work plan, and one to the end." One" working mechanism, increase coordination, open up green channels, simplify procedures, improve administrative approval efficiency, and provide various licenses for enterprises throughout the process, and quickly respond to major difficulties faced by major foreign-funded projects and prominent problems commonly reported by foreign-funded enterprises , Negotiate and resolve in time, and strive to start early construction, early construction, early production, and early results of the contracted projects. The contact leader visits the contact enterprise (project) at least once every six months, and the key foreign-invested enterprises contacted by the leader rotates once a year in principle.

3. Establishing and improving the coordination mechanism for foreign investment complaints

Improving the coordination mechanism for foreign investment complaints, optimizing coordination rules, standardize coordination procedures, and improving coordination efficiency, so that investors can invest and operate with confidence. The county and district governments shall establish and improve the coordination mechanism for foreign-invested enterprises' complaints, designate departments or agencies to handle the issues of enterprises' complaints, and publicize complaint rules and processing time limits. The Municipal Government’s Foreign Complaint Service Center (located in  Commerce Bureau OF Xinyang Municipality) shall conduct regular inspections on the implementation of complaints by foreign-invested enterprises, report the inspection results to the municipal government in a timely manner, and notify them within a certain range.

4.Effectively guaranteeing the fair treatment of foreign-invested enterprises

Completely cleaning up and removing restrictions on foreign investment in areas outside the negative list of foreign investment access, achieving consistent market access standards for domestic and foreign investment, steadily advance the reform of the foreign investment management system, implementing the foreign investment information reporting system, and organizing the government for foreign investment companies Special supervision is carried out on whether they enjoy fair treatment in terms of procurement, financial subsidies, and qualification permits. Deepen the reform of “decentralization, management, and service”, in-depth advance the “maximum run once” reform under the premise of “one network operation”, and exploring a project with “the clearest items, the least materials, the simplest links, the best processes, the highest efficiency, and the best services” Start construction of new roads and promote the rapid implementation of foreign-funded projects.

5.Establishing a support mechanism for foreign-invested enterprises

Industry authorities at all levels in the city should strengthen the concept of openness and service awareness, givefull play to the guiding role of industry management, and coordinate with foreign-related departments to jointly organize foreign-invested enterprises to participate in various international and domestic exchanges and cooperation activities to connect enterprises with markets, customers, and project investment cooperation Provide information services and build platforms to support the development and growth of foreign-invested enterprises. Implementing the government-enterprise docking mechanism, establishing a friendship mechanism for entrepreneurs and bankers, strengthening financial policies and financial product publicity, and continuously improving the financing capabilities of foreign-funded enterprises.
