中英文-关于印发支持我市企业“走出去”开展境外合作的若干意见（试行）的通知

    现将《关于支持我市企业“走出去”开展境外合作的若干意见（试行）》印发给你们，请结合实际，认真抓好落实。

关于支持我市企业“走出去”开展境外合作的若干意见（试行）

    为支持企业“走出去”拓展国际市场，开展跨境并购，深化国际合作，结合我市实际，现就支持企业“走出去”发展提出如下意见：

    一、指导思想    

    坚持以政府为主导、以企业为主体、以市场为导向，深入实施“走出去”战略，积极参与“一带一路”倡议，统筹利用国内外两个市场、两种资源，主动加强与世界各国(地区)经贸合作，鼓励支持优势企业参与全球并购，培育国际竞争新优势，开创对外开放新局面。

    二、工作目标

到“十四五”末，全市实施跨境并购企业达到5家以上，对外直接投资额年均增长10%以上，对外贸易、对外工程承包等工作实现重大突破。

    三、扶持政策

（一）鼓励企业开展跨境并购。支持企业到发达国家（地区）并购优质企业和资源，获取先进技术、专利和品牌，同时对经批准到境外从事农林牧渔、能源开发、生产制造的企业，积极争取省财政支持企业前期费用勘查、调查费、项目可行研究报告、保费、贷款贴息等费用补贴。

   （二）支持企业开拓国际市场。鼓励企业建立境外营销网络,开展境外商标注册、品牌建设、跨境电子商务、对外投资合作，利用出口信用保险降低风险。依托国家（省）外经贸发展专项资金，对申报企业进行支持，对开展对外投资合作业务，根据省定支持重点和标准，对企业勘查、调查费、项目可行研究报告、保费、贷款贴息等费用积极争取省财政予以支持。

（三）鼓励企业对外承包工程。支持企业申报对外承包工程和对外援助资格，鼓励企业承揽高附加值工程和基础设施建设，对境外工程带动我市货物出口规模较大的企业积极争取省财政予以重点支持。

（四）支持企业到境外参展考察。对企业参加国家、省、市统一组织的境外展会，产生的展位费、机票，积极争取享受国家补贴和省财政政策补贴，对国家、省、市统一组织的境外考察活动，按照省定境外考察费标准，积极争取省财政予以支持。

    四、保障措施

    （一）积极争取省财政扶持资金。积极争取省财政专项资金，用于政策实施、业务宣传、国家（省）专项资金配套等支出。吸引国内外资金、资本支持企业“走出去”发展。同时协调有关金融机构融资授信，对“走出去”企业进行支持。

    （二）优化政务环境。加强对“走出去”企业的税收政策宣传和跨境涉税事务指导，落实境外所得税收抵免政策。简化外汇登记流程，为企业灵活用汇、结算提供政策服务和支持。简化企业出国（境）审批手续，对企业境外投资和工程承包项下的进出口物资、生活物资及自用小型机械给予便捷高效的检验检疫和通关服务。

    （三）建立公共服务平台。加强与外事、贸促会、驻外机构的联系，及时发布对外投资合作政策和项目信息，为企业提供政治动态、市场开拓、风险预警等公益性服务。总结、宣传企业“走出去”典型案例，提升企业“走出去”信心。

（四）强化考核评价。加强企业“走出去”发展基础管理工作，健全服务体系和监测分析制度，完善考核激励机制，把支持企业“走出去”发展工作纳入县区目标责任制考核。

Several opinions on supporting enterprises in our city to "Going Global" and carry out overseas cooperation (for Trial Implementation)

    In order to support enterprises to "Going Global" to expand the international market, carry out cross-border mergers and acquisitions and deepen international cooperation, combined with the actual situation of our city, we hereby put forward the following opinions on supporting enterprises to "Going Global" development:

 Guiding ideology

We must adhere to one belt, one road and the other is the government, the enterprise as the main body and the market as the guidance. We should implement the strategy of "Going Global" in an in-depth manner, actively participate in the strategic plan of  "B&R" , make the best use of two markets and two resources at home and abroad, take the initiative to strengthen economic and trade cooperation with other countries and regions, and encourage and support the participation of the dominant enterprises in global mergers and acquisitions, and foster new advantages in international competition.Create a new situation of opening to the outside world.

 Work objectives

By the end of the  "14th five year plan ", the number of cross-border M & A enterprises in the city will reach more than 5, the annual average growth of foreign direct investment is more than 10%, and major breakthroughs will be made in foreign trade and foreign project contracting.

 Supporting policies

 Encourage enterprises to carry out cross-border mergers and acquisitions.Support enterprises to acquire high-quality enterprises and resources in developed countries (regions) and obtain advanced technologies, patents and brands. At the same time, for enterprises approved to engage in agriculture, forestry, animal husbandry and fishery, energy development, production and manufacturing abroad, actively strive for provincial financial support for enterprise preliminary cost exploration, investigation fee, project feasibility research report, premium, loan discount and other cost subsidies.

   (2) Support enterprises to explore the international market.Encourage enterprises to establish overseas marketing networks, carry out overseas trademark registration, brand building, cross-border e-commerce and foreign investment cooperation, and use export credit insurance to reduce risks.Relying on the national (provincial) special funds for foreign economic and trade development, support the applicant enterprises, carry out foreign investment and cooperation business, and actively strive for provincial financial support for enterprise exploration, investigation fees, project feasibility research report, premium, loan discount and other expenses according to the provincial priorities and standards.

(3)  Enterprises are encouraged to contract projects abroad. Support enterprises to apply for foreign contracted projects and foreign aid qualifications, encourage enterprises to contract high value-added projects and infrastructure construction, and actively strive for key support from the provincial finance for enterprises with large export scale driven by overseas projects.

(4) Support enterprises to participate and investigate abroad. For the booth fees and air tickets generated by enterprises participating in overseas exhibitions uniformly organized by the state, province and city, actively strive to enjoy state subsidies and provincial financial policy subsidies. For overseas investigation activities uniformly organized by the state, province and city, actively strive for the support of provincial finance in accordance with the standards of overseas investigation fees set by the province.

    4. Safeguard measures

    (1) Actively strive for provincial financial support funds.Actively strive for special provincial financial funds for policy implementation, business publicity, national (provincial) special fund supporting and other expenditures.Attract domestic and foreign funds and capital to support the "Going Global" development of enterprises.At the same time, coordinate the financing and credit of relevant financial institutions to support "Going Global" enterprises.

    (2) Optimize the government environment.Strengthen the publicity of tax policies and guidance on cross-border tax affairs for "Going Global" enterprises, and implement the overseas income tax credit policy.Simplify the foreign exchange registration process and provide policy services and support for enterprises' flexible use of foreign exchange and settlement.Simplify the examination and approval procedures for enterprises going abroad, and provide convenient and efficient inspection, quarantine and customs clearance services for import and export materials, living materials and small machinery for their own use under overseas investment and project contracting.

    (3) Establish a public service platform.Strengthen contacts with foreign affairs, CCPIT and overseas institutions, timely release foreign investment and cooperation policies and project information, and provide enterprises with public welfare services such as political dynamics, market development and risk early warning.Summarize and publicize the typical cases of "Going Global" of enterprises, and enhance the confidence of "Going Global" of enterprises.

(4) Strengthen assessment and evaluation.Strengthen the basic management of the "Going Global" development of enterprises, improve the service system and monitoring and analysis system, improve the assessment and incentive mechanism, and incorporate the support for the "Going Global" development of enterprises into the assessment of the county target responsibility system.
